| Under Resolution[23] dated October 12, 2012, the CA resolved that: (1) Greenpeace, et al. possess the requisite legal standing to file the petition for writ of kalikasan; (2) assuming arguendo that the field trials have already been terminated, the case is not yet moot since it is capable of repetition yet evading review; and (3) the alleged non-compliance with environmental and local government laws present justiciable controversies for resolution by the court. | |||||
