Capulong[151] (March 12, 2014), wherein a preventive suspension order issued by the Office of the Ombudsman was - similar to this case - assailed through a Rule 65 petition for certiorari filed by the public officer before the CA, the Court held that "[t]here being a finding of grave abuse of discretion on the part of the Ombudsman, it was certainly imperative for the CA to grant incidental reliefs, as sanctioned by Section 1 of Rule 65."[152] | |||||
