This is not the first time that respondent judge was found guilty of the offense charged.  In the case of Valmores-Salinas v. Judge Crisologo Bitas,[26] the Court had previously imposed a fine of P10,000.00 on respondent judge for disregarding the basic procedural requirements in instituting an indirect contempt charge, with a stern warning that a repetition of the same or similar act shall be dealt with more severely.
