R.A. No. 8975 exclusively reserves to this Court the power to issue injunctive writs on government infrastructure projects. A judge who violates the prohibition shall suffer the penalty of suspension of at least sixty (60) days without pay, in addition to any civil and criminal liabilities that he or she may incur under existing laws.[46] Through Administrative Circular No. 11-2000, We instructed all judges and justices of the lower courts to comply with and respect the prohibition.[47]
