Perfection of an appeal within the reglementary period is not only mandatory but also jurisdictional.[18] For this reason, petitioners' failure to file this petition within the 15-day period rendered the assailed Amended CA Decision and Resolutions final and executory, thus, depriving this Court of jurisdiction to entertain an appeal therefrom.[19] On this ground alone, the instant petition should be dismissed.
