| The statements made by complainant and his wife, Wilfreda, in their Affidavits present a consistent and coherent narration of the events which immediately preceded complainant's release from jail. These constitute substantial evidence against respondent Process Server TiraƱa. In an administrative proceeding, such as this case, only substantial evidence, or that amount of relevant evidence which a reasonable mind might accept as adequate to support a conclusion, is required.[18] | |||||
