| Article 360 of the Revised Penal Code (RPC) explicitly provides that jurisdiction over libel cases are lodged with the RTC. The criminal and civil action for damages in cases of written defamations shall be filed simultaneously or separately with the RTC of the province or city where the libelous article is printed and first published or where any of the offended parties actually resides at the time of the commission of the offense. Jurisprudence is replete with decisions on the exclusive jurisdiction of the RTC to hear and try libel cases. In fact, the language of the law cannot be any clearer; its meaning is free from doubt.
