Nevertheless, it bears stressing that in spite of the immateriality of the publication requirement in this case, and even assuming the necessity of the same, its basic objective in informing the public of the contents of the law was sufficiently accomplished when the DBM-DOH Joint Circular was published in the Philippine Star, a newspaper of general circulation, on December 29, 2012.[29]
