Records also show that this is not the first instance that respondent faced issues of this kind. The Court takes note that in another administrative matter,[36] respondent was meted out the penalty of suspension for simple neglect of duty. This time around, however, the circumstances prevailing in this case reveal respondent's gross and palpable neglect of his sheriff duties - a grave offense according to the Revised Uniform Rules on Administrative Cases in the Civil Service (Civil Service Rules),[37] which is punishable with dismissal from the service.[38] |
