| This Court, in MIAA-NAIA Association of Service Operators v. Ombudsman[21] which is also an offshoot of Agan, found the Office of the Ombudsman to have gravely abused its discretion when, by the therein assailed resolution, it dismissed the therein petitioner's complaint and effectively ruled that the PIATCO contracts are valid, despite this Court's ruling in Agan. The Ombudsman was thus directed to conduct anew a preliminary investigation of the case. | |||||
