| A statute may vest exclusive original jurisdiction in an administrative agency over certain disputes and controversies falling within the agency's special expertise.[49] In this case, the law vested exclusive and original jurisdiction over disputes arising from RA 8291 or related laws with the GSIS. Section 30 of RA 8291 provides: SEC. 30.
