Only legitimate tenants then who have resided for ten years or more on specific parcels of land, and who have built their homes thereon, have the right not to be dispossessed therefrom and the "right of first refusal" to purchase them under reasonable terms and conditions to be determined by the appropriate government agency.[15] If the land is not embraced in an APD/ULRZ, no preemptive right under PD No. 1517 can be invoked.[16] |
