The application of the clear letter of the retirement law in this case is supported by jurisprudence. As early as 1981, in the case of In Re: Claim of CAR Judge Noel,[42] the Court strictly adhered to the provisions of R.A. No. 910 and did not allow the judge's claim of monthly pension and annuity under the aforementioned law, considering that his length of government service fell short of the minimum requirements.
