The lack of bad faith notwithstanding, we nonetheless concur with the findings of Investigating Commissioner Velez that the respondent's notarizing the amended verification and affidavit of non-forum shopping in the absence of Bides as the affiant constituted a clear breach of the notarial protocol and was highly censurable.[22]
