Thus, the application of disputable presumptions on a given circumstance must be based on the existence of certain facts on which they are meant to operate. "[Presumptions are not allegations, nor do they supply their absence[.]"[100] Presumptions are conclusions. They do not apply when there are no facts or allegations to support them.
